With 22 years of experience as a transportation professional in the Pacific Northwest, Judith Gray calls on her background in the public and private sectors to help translate a strong technical approach into clear strategies that solve problems. Judith’s direct experience with suburban, central city, regional, and state agencies provides her with a unique perspective on the challenges and constraints that agency staff and officials are facing today.
After receiving an MS degree in economics and industrial engineering in 1997, Judith began her professional career as a transportation consultant, where she gained a strong foundation in technical analysis, planning principles, and project management for public and private clients. In 2009, Judith moved to the public sector — first as the Senior Transportation Planner for the City of Tigard and then as Supervising Planner for Citywide & Regional Policy at the Portland Bureau of Transportation. Her ability to understand the needs and priorities of diverse interest groups earned her a reputation for transparency and fairness, and ultimately resulted in appointments to several important state and regional advisory committees on policy issues, including the statewide Transportation Planning Rule and the regional Transportation Policy Advisory Committee. The trust she received from regional and statewide stakeholders was also key to Judith’s 2017 move to the Oregon Department of Transportation as the project manager for the Portland Metro Area Value Pricing Feasibility Study, which was recognized with the 2018 Innovative Transportation Solution Award by WTS.
